Is Living with a Home Owner’s Association Right for You?

Did you know 70% of residents living in a community with Home Owner’s Association (HOA) are satisfied living with its rules and regulations? ( source IBOPE Zogby International). The same survey showed 81% of association residents consider their association assessment as good or great and 76% say the dues enhance property value.

Many buyers may think it is just another monthly payment and avoid these neighborhoods. Some buyers may view HOAs as restricting because they may control the color that your paint your house or the type of landscape you can have, but in actuality, these regulations often protect the value of your home. In reality, most buyers are missing the big picture of how HOA fees can benefit them.

One of the most attractive benefits to HOA fees are the amenities. Some communities offer  clubhouses, libraries,  gyms, tennis courts, basketball courts, parks or other attractive amenities that are paid for through HOA fees. Residents have access to amenities without the hassle of maintenance, the HOA does it for you. Home owner dues can vary greatly from neighborhood to neighborhood and the specifics of what they cover.

The largest HOA in Anacortes is Skyline which is located on the west end of Fidalgo Island. Tug Boat Park, Skyline Beach Club, waterside cabana, tennis courts, and play areas are just some of the amenities of Skyline.

Skyline Marina is not part of the HOA, but is a great benefit as it allows you to launch your boat close by or  have it in the water in your backyard!

Here is an example of a current listed home in Skyline with its own private dock.

2013 Cove Place

Private double sided dock right on your back patio.

Spacious one level custom waterfront home offers a rare 92’+/- DOUBLE SIDED PRIVATE deep water DOCK built 2008. 3 bedrooms plus den. Almost 3100 sf. MLS# 692599

We only mentioned basic benefits of an HOA, each neighborhood has unique coverage included in their fees and their own fee rates. Some communities may offer all of these benefits, while others may offer only a few. It is important when looking to purchase a home with HOA to consider what all is included in the fees. Ask your agent about the community and the fees, make sure the neighborhood is a right fit for you and your family.

4502 Kingsway  in Anacortes’ Skyline neighborhood

Stop by for a delicious baguette sandwich and lemonade….  and take in the sweeping view from the deck of this Skyline home.

Come inside and you’ll be struck by the combination of the views, the lofty ceilings, soothing colors and a great separation of one-level living space.  Designed by architect Mark Estvold (who is currently the brains behind the new Port of Anacortes facilities), the home has classic modern lines, and those lines are complimented by new updates:  bathrooms have new tile and flooring, and a sink by Franz Viegener.  The kitchen has a new Jenn-Air stove and quiet LG dishwasher.

Skyline amenities include a clubhouse, tennis courts, park and marina.

Come on!  Come soak in the view.

New Rules Proposed Could Effect La Conner and Anacortes Marinas

New regulations have been proposed by the state Department of Ecology to require boatyards to filter runoff water that results from working on boats.  The goal is to reduce the amount of pollutants, entering the marine environment.  For example, copper paint ships can wind up in Puget sound through run off when boats are pressure washed.  A federal study found high levels of copper in 2 Anacortes marinas.

There are approximately 80 boatyards in Western Washington of which 7 are in the North Puget Sound area.  The proposal applies to boatyards that serve vessels 65 feet or less in length.

Skagit County Property Tax Assessments for Anacortes

An interesting article just appeared on about the recent Skagit County Tax Assessments.

The Skagit County Assessors’ postcards announcing new Anacortes property values are arriving in the mail and are causing a lot of talk around Anacortes.¬† According to the Skagit Valley Herald (, the Skagit County Assessed Values of Skyline homes will most likely be about 5% lower in the Skyline area, but the value for the rest of Anacortes homes will not be less.

When do Anacortes home owners need to pay their Skagit County Property Tax?

Property taxes are due when billed (mid-February), however there are two final dates by which tax payments must be received – April 30 for first half payments, October 31 for second half. If tax is less than $50.00, the full year must be paid by April 30.

Why did property taxes for Anacortes Homes increase when the home values have gone?

Anacortes was not physically inspected this year so Skagit County used a cost estimator which takes into account the Anacortes real estate market from Aug. 1, 2007 to March 31, 2008.

Anacortes real estate was physically inspected in 2007 and its assessed value went up nearly 20 percent (increasing from about $4.342 billion to about $5.275 billion.  The increase of assessed values of Anacortes Homes was an accumulation of what happened over the past few years in the Anacortes real estate market.

Anacortes property will be physically inspected again in three years.  The slowing in the Anacortes housing market won’t be reflected until next year’s assessment cycle (the 2010 tax cycle).

YOU MAY QUALIFY FOR TAX RELIEF: Here is an excerpt from the Skagit County website:

Senior Citizen Exemption & Deferral Programs:

If you are over 61 years of age and/or disabled, you may be eligible for a senior citizen exemption. There are A, B and C exemptions depending on level of income. If your combined family income is less than $35,000 you may apply for an exemption through the Skagit County Assessor’s office at 360 336-9370. Exemption applies to the primary residence and land on which it sits, up to one acre.

IF THE ASSESSED VALUE OF YOUR LA CONNER OR ANACORTES HOME INCREASED, IT DOES NOT MEAN THAT YOUR TAXES WILL GO UP.  Skagit County Property Taxes are budget based so taxes are increased as the budget increases.
